Have some commercial space using this kind of system,
they said a zone valve was shot, replaced it but
still not working. Outside temp was 85 today, inside
it was 94 all day.

I have a thermometer on the baseboard heater copper pipe,
its saying 108-135 degrees.

The property owner wont fix it, so I am thinking could I drill a hole in the
pipe
to let the water leak out so it wont heat anymore?

Is it connected to a constant pressureized water supply?

Usually baseboard is run at 180°

Yes

Get a tech in there that knows what they are doing. The control for the zone
valve may be shot.
